The exact quantity of Proof (or Specimen) sets issued by the Royal Mint for use by the Palestine Currency Board has always been something of a mystery. This document dated 7th February 1928 should shed some light on the approximate number issued, but the exact quantity will never be known, because there is no record of the fate of the 3 empty cases. Why were they ordered? Were they filled with loose Proof coins at some later date?

Double Proof sets:

1 special set for H.M. King George V + 30 "regular" sets + 3 empty cases.

Hence, 31 double sets were produced but, if one or more of the three empty cases were subsequently filled (possibly with coins from two or more of the single sets), the number of double sets could be as high as 34 (including King George V's set).

Single Proof sets:

Although 6 single sets were produced, the coins from 2 or 4 them could have been repackaged in empty double cases. Consequently, the number of single sets could be as few as 2 or 4 (at least one is known to exist).

The mystery of the origin of this mysterious 1927 Holy Land Souvenir 1 Mil "Coin" remains unsolved until today. The token may have been minted privately for sale to tourists and pilgrims, or it is a rejected design of the 1 Mil coin.
