This is a 5 Dinars Pattern (Essay) issue, designed by the well-known US-based coins and medals designer Joseph (Joe) Lang, who also designed previous State of Palestine Pattern coins. The same coin, in varying sizes and alloys, was minted in 2010 AD / 1431 AH.
The issue offered here, dated 2014 AD / 1435 AH, has a significant and interesting error. The denomination - the digit 5 - is missing from the obverse!
Obverse: Peace Dove by Pablo Picasso and his signature. Note that the number 5 is missing.
Reverse: The Palestinian State Emblem - an eagle incorporating a Palestine flag
This Pattern coin (as all other State of Palestine coins minted from 2010 onwards) is a privately sponsored issue and not legal tender in the Palestinian Authority.
As a serious collector of Holy Land numismatics and the publisher of SHEQEL - The Online Catalog of Israel Numismatics 1927-present - sheqel.info, I believe that this lovely, extremely interesting, geo-politically significant and inexpensive Pattern coin should not be missing from any collection of Arabic, Holy Land and Islamic coins!

* The 'Mem' Proof mint mark on the obverse of this coin is most probably the result of an error. All 1/2 NIS coins with a Hanukka Lamp on their obverse, minted since 1993/5754 have no obverse mint mark. The obverse design of this 'Polish Lamp' 1/2 NIS coin was copied from the 'Polish' Lamp' commemorative 1 Sheqel Proof coin issued in 1981/5752, but without obliterating the 'Mem' Proof mint mark. As none of the 1993+ Hanukka coins in sets are Proof issues, but Uncirculated coins only, the 'Mem' Proof mint mark is misplaced and must therefore originate from an oversight by the Dutch Mint, the Bank of Israel and the Israel Government Coins and Medals Corporation.

Chaim Weizmann (1874 - 1952)
 Chemist, Zionist leader, president of the World Zionist Organization and the first president of Israel (1949 - 1952). Weizmann is noted for major chemical inventions which helped the British war effort in World War I. These, and his close relations with British Foreign Secretary Lord Arthur Balfour, are considered crucial reasons for the issuance of the Balfour Declaration of 1917, in which "...His Majesty's Government views with favour the establishment in Palestine of a national home for the Jewish people..."
